Résumé
RÉSUMÉ Comment les entrepreneurs de politique publique modifient-ils les politiques lorsque les responsables politiques ne sont pas directement impliqués dans le processus ? Bien que les chercheurs en politiques publiques aient examiné les conditions dans lesquelles les responsables politiques s'abstiennent de s'engager directement dans la conception des politiques, ils ont accordé moins d'attention aux stratégies que les entrepreneurs de politique publique emploient en l'absence d'acteurs politiques. En nous appuyant sur une analyse textuelle et sur 30 entretiens approfondis avec des membres du programme « Roim Rachok » (« Regarder vers l'avenir »), qui facilite l'inclusion de personnes autistes dans les Forces de défense israéliennes, à titre d'étude de cas, nous avons comblé cette lacune en examinant la manière dont les entrepreneurs de politique publique font progresser de manière indépendante le changement de politique. Les résultats suggèrent que les entrepreneurs de politique publique ont agi par l'intermédiaire de réseaux collaboratifs institutionnalisés. Ils ont également exploité les défis sécuritaires d'Israël comme cadre structuré pour promouvoir leur nouvelle politique. En outre, ils ont créé une infrastructure organisationnelle. Enfin, ils se sont concentrés sur l'établissement de la confiance avec les organisations de sécurité avec lesquelles ils ont collaboré.
